China's General Administration of Customs (GAC) announced that 25 cross-border trade facilitation measures will be implemented nationwide to further improve trade efficiency, enhance logistics services, and support high-quality foreign trade development.
The measures focus on five key areas: improving cross-border logistics efficiency, supporting new trade models, optimizing customs supervision for specialized goods, advancing digital customs services, and providing stronger support for businesses.
Several measures are designed to strengthen international logistics networks by improving coordination between different transportation corridors and transport modes. China will further promote cooperation between the Maritime Silk Road, the China-Europe Railway Express, and the New International Land-Sea Trade Corridor to create more efficient multimodal logistics solutions.
Additional initiatives include supporting the development of China-Europe Railway Express consolidation centers, promoting international road freight services, and expanding direct airside customs clearance at international airports to reduce cargo handling, security inspection, and collection times while lowering logistics costs.
China will continue supporting cross-border e-commerce by fully implementing export tax refund policies that allow tax rebates upon export declaration while final reconciliation is completed after overseas sales.
The measures also encourage green trade by expanding imports and exports of energy-saving technologies and environmental services. In the air cargo sector, simplified transportation requirements for lithium batteries and other battery-powered goods will be introduced while maintaining aviation safety standards.
The automotive industry remains a priority. Customs authorities will further optimize inspection procedures for exported lithium batteries, support bonded testing of automotive parts within comprehensive bonded zones, and expand pilot programs that simplify import documentation for motor vehicles.
These initiatives are expected to support the continued growth of electric vehicles, lithium battery exports, and the broader automotive supply chain.
China will continue promoting Smart Customs initiatives through international cooperation, including expanding the International Trade Single Window platform and increasing cross-border electronic certificate exchange for shipping and quarantine documentation.
Joint customs inspections and single-release procedures for international vessels will also be further promoted to improve border clearance efficiency.
The nationwide measures also strengthen support for Authorized Economic Operator (AEO) enterprises by expanding information sharing and encouraging financial institutions to provide additional financing, guarantees, and export credit insurance.
Port operators will be encouraged to optimize container gate opening schedules, while multiple government departments will work together to reduce overall cross-border logistics costs and improve the efficiency of transporting China's "New Three" export products, including electric vehicles, lithium batteries, and photovoltaic products.
The nationwide rollout of these trade facilitation measures is expected to further improve customs clearance efficiency, enhance international supply chain resilience, and strengthen China's cross-border logistics network.
