China's Ministry of Transport has recently released the revised Railway Freight Transport Rules, which will take effect on May 1, 2026. The new regulations represent an important step in deepening transportation and logistics reforms, reducing social logistics costs, and improving the efficiency of freight transportation.
For many years, high logistics costs and inefficient transportation processes have remained major challenges for industrial companies. Industries such as power generation, steel, and chemicals have faced increasing logistics expenses, putting pressure on corporate profitability. The newly revised rules encourage preferential pricing measures for bulk commodities and medium-to-long-distance freight transportation, promoting more flexible and market-oriented railway freight pricing.
Several regions have already launched pilot programs. For example, after the launch of a dedicated rail freight service for fluorite transportation in Luanchuan, Henan Province, railway operators introduced preferential pricing policies, reducing transportation costs by nearly RMB 500,000 per train. In another case, Hunan Valin Lianyuan Iron & Steel Co., Ltd. achieved annual railway transportation volumes exceeding 18 million tons through integrated railway logistics services, reducing overall logistics costs by approximately 10%.
The significance of the new rules goes beyond cost reduction. The regulations aim to improve transportation efficiency and establish a more efficient logistics system. The daily operating distance standard for railway freight has been increased from 250 kilometers to 300 kilometers, while clearer definitions of reasonable transportation periods and freight delivery timelines encourage railway operators to enhance service efficiency.
The new rules also promote deeper integration between railway transportation and other logistics modes, including multimodal transport and information sharing. Railway operators are accelerating the implementation of the “single document system,” which reduces information barriers across different logistics processes and improves cargo turnover efficiency.
Previously, companies often needed to coordinate separately with railway operators, ports, shipping companies, and trucking providers, handling pricing negotiations, documentation, cargo transfers, and short-distance transportation independently. Under the single document system, railway operators provide integrated logistics services through one unified transportation document, enabling more efficient end-to-end freight movement.
For example, after adopting the single document transportation model on the Jiangxi Zhangshu–Liaoning Yingkou route, transportation time was reduced by five days and freight costs decreased by 10%.
The railway freight reforms will also accelerate the shift from road transportation to rail transportation for bulk commodities. With advantages including large transport capacity, lower emissions, and improved efficiency, railway freight will play a greater role in reducing carbon emissions and supporting sustainable logistics development.
From increasing railway operating efficiency to promoting multimodal transportation services, these reforms are addressing logistics bottlenecks, optimizing freight processes, and providing stronger support for industrial supply chains.
