On May 19, Xing Sha Customs announced that Hunan has established a coordination mechanism to improve the operating environment of the China-Europe Railway Express. The initiative brings together local commerce authorities, port management departments, and customs organizations to enhance cooperation and ensure smooth customs clearance for import and export shipments transported via the China-Europe Railway Express (Changsha).
The coordination mechanism was recently tested during an urgent customs clearance operation involving 9610 cross-border e-commerce shipments, demonstrating its ability to quickly respond to logistics challenges and protect supply chain stability.
On May 15, six containers loaded with 9610 cross-border e-commerce parcels departed on the Changsha–Khorgos–Poznan China-Europe Railway Express route. During the subsequent transit declaration process, the railway waybill number listed on the customs transit documents did not match the transport document number recorded in the cross-border e-commerce declaration system, causing the approval process to be temporarily delayed.
At that time, the train was already in transit and approaching the Khorgos border port. Since cross-border e-commerce customers have strict delivery requirements, any delay could have resulted in significant contractual losses and affected the reputation of the China-Europe Railway Express (Changsha) e-commerce logistics service.
At 11:00 p.m. on May 16, the company reported the issue through the China-Europe Railway Express coordination platform. Customs officials from Changsha Customs, Xing Sha Customs, and local port authorities immediately responded, working together to ensure train operations, delivery schedules, and business interests.
Changsha Customs quickly organized professional teams to verify system information, analyze the cause, and coordinate solutions. After attempts to modify the e-commerce transport document information and reconnect railway shipment data were unsuccessful, customs authorities coordinated with Zhengzhou and Chongqing customs departments and sought support from national customs authorities to facilitate cross-regional and multi-level cooperation.
The successful resolution highlighted the importance of efficient customs coordination in supporting cross-border e-commerce logistics. Moving forward, relevant organizations will continue improving cooperation mechanisms, optimizing customs clearance procedures, and providing stronger support for international trade development through the China-Europe Railway Express network.
